Methodological issues of management by the example of the defense sphere

SUMMARY

The article examines the main problems of macro-level defense management and provides an overview of well-known theories of the emergence and functioning of the state. Notably, the article highlights the necessity and peculiarities of the transition process to public administra­tion regarding the evolutionary development of the public administration system.

Command and control (management in the armed forces) is specific in view of precise centralization and high level of discipline, as well as the active involvement in this process of both local governments – in order to ensure increased defense capability– and the structures of socio-political institutions and mass media – with a view to controlling the activities of government agencies.

It is noted that in order to implement the defense functions of command and control, it is necessary to develop and adopt a defense strategy and use the armed forces pursuant to this strategy, as well as introduce systems for motivating the military and maintaining control over the armed forces.

In military affairs, the strategy, as a long-term program of complex measures targeted at the state defense, embraces the provision of necessary material resources and the training of qualified professional personnel, constituting a set of pre-developed military-technical action plans and operational plans, while strategic management is the process of making administrative decisions regarding the components of the defense complex, and ensuring the implementation of these decisions in both peacetime and wartime.

The projected system of command and control puts a stress on the fact that the authorities of the Supreme Commander and the Defense Minister should not be divided according to the principles of peacetime and wartime. It also suggests that the defense strategy and operational programs be developed and implemented by the state agency authorized to ensure the security of the country, i. e., the Ministry of Defense, together with the General Staff operating within its framework, and that the Security Council reviewed and submitted them to the Supreme Commander for approval.

The development of the economy, science and education is one of the key prerequisites for ensuring the proper level of defense capability of the army; therefore, it is necessary, by means of scientific and organizational assets, to intensify the interrelations of the science – economics – education subsystems, and build stable and perspective foundations for the significant reformation of the quality and structure of economic development so as to ensure the full-fledged implementation of the defense function.
