The institutional value and development tendencies of the military science with the possibilities of localizing the world’s experience

SUMMARY

Wars have always accompanied the history of mankind. Moreover, along with the cumulation of experience in wars and development of weapons there also increased the combat possibilities, and the techniques used in battles and ways of fighting got complicated. The experience and knowledge were passed down through generations this enabling not only to record, but also to analyze and thus theoretically develop the used ideas, which contributed to the shaping of the military science.

On the basis of the world’s historical experience the article presents fundamental features, goals and tasks, as well as development tendencies of the military science, this drawing the following conclusions:

01. the military science as an independent and substantially succeeded science has its own institutional component: its own object and research subject, structure, special methods and criteria for determining the truth, theories and tenets, specific conceptual and terminological apparetus;

02. for a long time the military science, like any other branch of science, has been developing due to the efforts of talented individuals, though today this mainly has a collective nature, when creative people with deep knowledge and strategic thinking step up as leaders. The military science is critically important for minor states, having limited human, financial, stock, technical and technological resources, which, must take into account first of all the inner logic of its historical development when taking up the development of the military science;

03. in the RA there are both objective and subjective reasons hindering the development of the military science. Foremost, it is the absence of any established military science traditions with us. Even in the Soviet period when the science and education were at a high level in Armenia, there weren’t any military-scientific or military-educational establishments here;

04. the current military-political situation in the region dictates the imperative need for urgent training of practical personnel. The criteria of their selection for training secondment in foreign  military-educational establishments have not always been effective enough, while the officer training has pursued purely practical goals, in particular – there was no one specializing in the philosophy of military affairs. Hence, at present the RA scientific-educational system is at the stage of quests and formation, there is no necessary environment of interdisciplinary interaction and cooperation for the development of the military science.
