Arlen Shahverdyan, “Environmental Security: Strategic and Political Science assessments” (Monograph)

The relevance of the topic of the Monograph: In modern international and interstate relations, in political processes, the problem of Environmental Security has a significant impact, often being a reason for revising political relations and the emergence of domestic political tension, a reason for targeted political speculations, a reason for revising international documents and obligations, as well as a factor having a certain influence on political decision-making.

Consideration of the problem of Environmental Security at the strategic level makes it possible to assess it more deeply, in the national and international dimensions, by analyzing the political processes taking place in the world, using a wide range of tools. Today, many issues of environmental security have gone beyond the responsibility and international obligations of a single state or states, often acquiring a global scale and significance. Equally important are the issues of environmental security that arise in conflict zones as a consequence or cause of conflicts. Moreover, in modern warfare, deliberate damage to the natural environment of the enemy (ecocide) has become one of the modern characteristics of warfare. For decades, Armenia and Artsakh have been subjected to various accusations and political speculations of environmental content by the enemy state and suffered environmental damage from it. The topic of the Monograph is especially relevant in this context, considering the issue of environmental security in the context of ensuring the security interests of the RA and assessing environmental problems and their consequences in the Artsakh 44-day war.

The aim of the Monograph is to highlight the importance of the problem of Environmental Security and emphasize its importance from the point of view of political science, in intrastate and interstate political security processes and modern warfare, observing the results of international processes of condemning the deliberate destruction of the natural system as a negotiating tool that provides superiority over the enemy in process of settlement of the Nagorno-Karabakh conflict and as a new effective pro-Armenian strategic direction.

The first Chapter, entitled “The problem of Environmental Security in the context of Security and Political science developments”, describes the content extensions, new meaning and assessment of ecology and the concept of “environmental security” as an important component of national security in the context of current environmental problems. The features, advantages and new research opportunities for monitoring and evaluating the problem of Environmental Security from the point of view of Political Science are analyzed, emphasizing the need to develop Environmental Political Science as a modern, important and relevant area in domestic science. The problem of Environmental Security is presented in the foreign and domestic political spheres, in the context of rethinking or changing the policies pursued by states. The devastating effects of war on ecosystems and the targeting of an enemy ecosystem during war are presented.

Interview about the Monograph, given to program “Common Science” of the Armenian Public Radio.

The second Chapter, entitled “The problem of Environmental Security in the context of the Nagorno-Karabakh conflict and Armenian‒Azerbaijani relations”, examines the impact and significance of a number of environmental problems in the course of the Nagorno-Karabakh conflict, as well as their deliberate use by the enemy as a subject of political speculations. The modern international process of condemning the phenomenon of deliberate destruction of ecosystems during wars (Ecocide), recognizing it as a criminal offense and the possibility of taking positions advantageous for the Armenian side in this context, the significance of the process and its possible impact on the Nagorno-Karabakh conflict settlement and the security of the Republic of Armenia have been researched, analyzed and presented in this Chapter. The opportunities that can be provided to the RA in order to position itself more favorably from the point of view of the present and possible future development of Armenian‒Azerbaijani relations are emphasized.
