SUMMARY<\/strong><\/p>\n

The article analyzes and presents the peculiarities of the formation and activities of the Azerbaijani lobby in the Russian Federation, its means and methods employed, the 2020 pre- and postwar anti-Armenian theses and their transformations, as well as its impact on the Armenian-Russian relations. It is demonstrated that in order to advance its own agenda, starting from the 2000s, Azerbaijan initiated a process of consolidating the Azerbaijani diaspora in the Russian Federation and establishing lobbying structures with a focus on the use of its capabilities and financial resources. For the same purpose Baku has been using partnership relations with billionaires, who came from Azerbaijan. To name a few \u2013 Vagit Alekperov, God Nisanov, Zarakh Iliev, Aras Agalarov and a few more.<\/p>\n

The official Baku was both consistent and successful in managing to create tools for effective work with Russian politicians, legislators, experts, and media representatives. In the pre-2020 Karabakh war, but more importantly in the post-war period, due to the geopolitical contradictions between the West and Russia, the strengthening of Azerbaijan’s positions in the region, problems in the relations between Armenia and Russia, and other realities, favorable conditions were created for Azerbaijani lobbying and the implementation of its propaganda theses. The above circumstances can possibly explain Russia’s understanding of Azerbaijani propaganda theses directed at Armenia and its convergent foreign policy on various issues.<\/p>\n<\/div>\n
